Work is underway on the construction of the new North Quay rail loop and terminal which will help to increase the use of rail for movement of container freight to and from Fremantle's Inner Harbour.
The project contractors, Henry Walker Eltin Contracting and MVM Rail have already begun modifying the existing road network in parts of North Quay and North Fremantle.

Rail's share of Fremantle's container trade transport task for 2003/04 was 7 per cent, compared with 3 per cent in 2002. The target for containers carried by rail has been set at 15 per cent in 2006 and 30 per cent in 2013.
