Steps to getting your MSIC

The MSIC is a nationally recognised identification card which demonstrates that the holder of the MSIC has been cleared by the Australian Federal Police/ASIO (AusCheck) and is not a threat to the maritime or offshore industry.

MSIC

The MSIC is not an Access Card.  Access remains under the control of the Port Operator or Offshore facility.

An MSIC is valid for five years and includes a background check by the Australian Federal Police and ASIO (AusCheck).

Fremantle Ports is an approved Issuing Body under the Maritime Transport and Offshore Facilities Security Regulations 2003 for the purpose of receiving, processing and printing the MSIC. Fremantle Ports offers the convenience of a single card, which includes both the MSIC and access to Fremantle Ports Maritime Security Zones.

If you already are in possession of a valid MSIC and need access to Fremantle Ports Maritime Security Zones, a separate access card will be issued on application for access.

Please bring the completed application form to your appointment at the MSIC Service Centre.

Upon application, a unique identification number will be provided which identifies you as a Fremantle Ports applicant. The MSIC and/or Access card can be arranged through the MSIC Service Centre at 1 Cliff Street, Fremantle or by contacting the MSIC Service Centre on 08 9430 3322.

Access

If you require access to the following Maritime Security Zones (also known as Landside Restricted Zones), you will need to be in possession of a valid MSIC before your application for access can be considered by Fremantle Ports:

  • Berths 1&2
  • Berths 11&12
  • Berths C-J (excluding the Passenger Terminal)
  • Small Craft Pens
  • Kwinana Bulk Jetty
  • Kwinana Bulk Terminal (jetties only)

If you require access to the following Maritime Security Zones, you will also need to be in possession of a valid MSIC before the facility operator will consider your application for access.

Inner Harbour

  • Berths 4-6                                 DP World
  • Berths 7-10                               Patrick

Outer Harbour

  • BP Refinery                               BP
  • Alcoa Refinery                           Alcoa
  • Kwinana Grain Jetty                   CBH

An application for access to Fremantle Ports Maritime Security Zones will only be processed on the basis that the applicant is a holder of a current MSIC.  Access will be approved at the discretion of the Harbour Master

You are required to provide sufficient evidence to support a request to regularly access Fremantle Ports.

A letter from your employer is required to confirm:

  • Your employment and position within the company
  • The reason and frequency access is required
  • Which areas of the Port that access is needed.

If you are self-employed or a sub-contractor, a letter is needed on your own letterhead confirming how long you have been operational, the type of business conducted and which companies engage your services.  In this letter you should list any employees who require access.  Also required is a sponsorship letter from a company that utilises your services confirming what work you undertake on their behalf and how often access is required to the Port.

Inductions

When applying for your MSIC Only/MSIC and Fremantle Ports card online, you will need to complete the MSIC Induction before downloading the MSIC Application Form. You will not be able to access the MSIC Application Form separately.

For all access cards, you may be required to complete the Safety Induction. The type of induction depends on the nature of your business. There are two types of inductions:

  • Port User Induction: persons visiting or travelling through Fremantle Ports.
  • Operational Induction: persons coming to Fremantle Ports to undertake work on site. This can include repair, maintenance, installation, construction work or work involving operating plant & equipment.

Lost, Stolen, Destroyed or Damaged MSIC and/or Access Card

Contact the MSIC Service Centre immediately on (08) 9430 3322 (8 am – 5 pm) or (08) 9430 3315 (after office hours) to advise if a card has been lost, stolen or destroyed. Advice will be provided to obtain a replacement card and how access will be managed in the interim period.
